Strategic planning of innovative development of socio-economic systems

The article describes the main aspects of the strategic planning of innovative development of the regions of the Russian Federation, the specifics of the economic space of the Russian Federation, the limitations and problems of the formation of an innovative regional system and its components, identified during the study, in particular, the underdeveloped production and technological base of enterprises, the reduction of qualified personnel. engaged in research and development (the problem of intellectual migration), etc. The components of the regional innovation system are defined, such as state policy, regional policy, and innovative potential of the region. Four typological groups are presented: leading regions, regions with high, medium and low levels of innovative development. According to information for 2016, Kaluga, Moscow and Tula regions were among the leaders, Yaroslavl, Voronezh, Lipetsk and Vladimir regions were among the leaders with a high level of innovative development, Ryazan, Smolensk, Belgorod, Kursk, Tver, Tambov, Oryol, Kostroma and Ivanovo regions...
