Strategic planning resorts development

The author analyzes normative legal acts concerning strategic planning of development of resorts of the Russian Federation. Identifies existing problems in this area. It draws conclusions on the absence in Russia of a comprehensive strategy for the development of resorts, both federal and regional, and that in concepts and federal target programs regulating the regime of resorts, they are considered only as a tourist or recreational resource, and not as an independent natural complex that needs in the guard.
