Strategic planning in the space of industrial regions: evaluation and prospects

For the stated research problem, the authors consider the region as a complex management object based on a strategic approach that allows, using the methods of quantitative analysis, to explore the regional space as a process of continuous development of its territories. From these positions, the current economic situation in the region is considered in the categories: goal, priority, forecast, strategy. The paper considers the theoretical aspects of the strategic approach as a methodological platform serving as the basis of modern regional management. The authors systematize the definitions of strategic planning, defining it as a function of managing the region, on the basis of which the availability of strategic planning documents for the territories of one of the industrialized regions of the Russian Federation, the Perm Territory, is monitored. In this case, the methods of binary evaluation and rating are applied. As a result, the authors substantiated spatial features in the economic development of the region related to the geographical location of territories, the level of economic development, and historical background. It is concluded that the strategic planning system existing in the Russian Federation at the regional level allows you to effectively build economic policy, setting priorities and setting goals for their implementation. In the spatio-temporal perspective, this allows for the progressive development of each territory in the unity of regional strategic guidelines and tasks.
