Strategic management of small innovative enterprises of Russian universities: history, experience, condition, prospects

The article shows the results of sociological research of experience and prospects of strategic management of small innovative enterprises (IIP) of Russian universities. Statistics and efficiency of domestic and western innovative enterprises are analysed, their peculiarities, problems are shown, content of domestic and western strategic management of innovation activity, legal and organizational provision of this social phenomenon is presented. Attention is paid to Soviet traditions of teaching and introduction of new knowledge into production, their comparative analysis is made with modern Russian and Western practices. It is justified that the efficiency of innovative activities of university enterprises is directly dependent on the degree of their integration into the traditional production of the region of deployment. Prospects of small innovative enterprises of universities of Russia in conditions of development of digital economy and development of electronic information systems are shown. The article used a set of theoretical and empirical methods, as well as a com-plex approach with technologies of systemic, structural-functional, retrospective analyses. The results were analysed to establish links, relationships between the indicators of the phenomena and processes studied. Dynamics of creation of economic companies in Russia was analyzed. The main reasons for the development of IIP at Russian universities have been identified. The directions of activation of IIP activities are defined and the conditions under which the quality of IIP strategic management at universities in Russia is ensured are formulated. Conclusions and practical recommendations were provided to the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation and the Ministry of Education and Science of the Russian Federation on improving legislation in the direction of expanding entrepreneurial freedoms and optimizing strategic management of small innovative enterprises of Russian universities.
