The article deals with a strategic management of social development of the municipal entity based on the principles of subsidiarity, program coordination, participation and public consent. Application of such a management approach allows cutting losses and costs of the current expenditures and reducing the risk of major losses in future. The author reviews the strategic planning of the social sphere in the Tikhoretsk district of the Krasnodar Krai.
