Northeast China «revitalization» strategy: experience in managing the development of peripheral territories

Over the past several decades, China's Northeast has been a challenge for political leadership. Once the center of modern industrial socialist China, today the region lags far behind the rest of the country in terms of economic, social and environmental development. Over the past twenty years, the central and local governments of the PRC have made persistent efforts aimed at revitalizing and imparting a new dynamic to the development of the region. However, its economy is still depressed, and the social situation is difficult. This does not mean that the situation is not changing at all. The years that have passed since the beginning of reforms in the Northeast have been marked not only by a deeper understanding of the essence of the problems, but also by some positive practical changes. All this creates the theoretical and practical baggage that is necessary for effective management of the development of peripheral territories in the changing global and national conditions. The accumulated experience is of theoretical and instrumental interest for solving the problems of peripheral and / or depressed territories and in other national contexts. Last but not least, this concerns Russia, for which the task of «exploration and development» of its remote eastern territories has also remained relevant for many years. Even though the peripheral / border territories of Russia and China function in many different natural, economic and political conditions, they have different experience and traditions of economic development, the mutual exchange of experience in managing their development can be useful for developing more effective and efficient strategies for solving the problems of depressive and / or lagging regions.
