The article deals with the strategy of development of energy transnational corporations in the foreign economic activity of the world's States. The paper presents the strategy of the leader of the oil and gas industry of the Russian Federation - the company PJSC NC «Rosneft» to expand its presence in foreign markets and the possible impact on the investment attractiveness of the company and the country as a whole. The company's largest transactions with leading countries in proven reserves, such as Venezuela, Iran, Egypt, and others, are analyzed.
