The strategy of socio-economic development of the Sirius federal territory and its role in the scientific and technological development of the Russian Federation

Overcoming the «big challenges» facing the state described in the Strategy of Scientific and Technological Development (STD) of the Russian Federation is a strategic task for the country. In particular, in order to solve them in 2020, following the results of the amendments to the Constitution of the Russian Federation, the first federal territory «Sirius» was created. It has national strategic importance, features of the organization of public power and the implementation of economic and other activities in the federal territory. The territory has a wide variety of unique advantages and opportunities, such as advanced laboratory facilities located within the borders of the federal territory of the Sirius Research and Development Center with innovative developments by its residents, excellent natural and climatic conditions, and the Olympic legacy of the 22nd Winter Olympic Games. However, there is a serious problem - the lack of a strategy for the socio-economic development of the federal territory (Strategy for the Development of the Federal Territory), which is designed to systematize and harmonize the directions of development of the territory, taking into account national development priorities. The article considers the factors and issues affecting the need to develop a Strategy for the Development of the Federal Territory. The authors carry out the analysis of the national development goals of the Russian Federation and the possibility of Sirius' contribution to their achievement. The federal territory is considered as a platform for the development, innovation and attracting young people for the purpose of scientific and technological development of the Russian Federation.
