Construction of kindergartens and schools: law and practice

The article examines the question of who should build a social infrastructure that inevitably arise in the implementation of public housing programs and other mass housing construction. The author examines the powers of the executive authorities of the Russian Federation and local self-government, the obligations of Home Builders. It comes to t he conclusion that cooperation of the executive authorities of the Russian Federation, local authorities and developers, and the business relationship and the state should be based on equal partnership and dialogue.
