Structure and content of police officers'' Professional competence in the use of physical force, special means and fire weapons

The problem of competence implementation and use of physical force, special means and fire weapons by police officers in the educational process are discussed. The competence structure is clarified, the skill role as a part of competence is defined, the applicability of the competence constituent elements as an educational activity, including not only cognitive, but also motor components is analyzed. It is proposed to use the meaning of skill in the competence structure. Terminology in this way contributes to the continuity of pedagogical paradigms, at the same time it meets the competency approach, because competence is defined as the ability to analyze, synthesize, to act, to use and etc. on the basis of acquired knowledge and skills. In this case, the operational approach in theory is combined with the activity. The article analyzes the content of the qualification requirements of the professional training exemplary program for the profession "Policeman" in connection with the peculiarities of the required competence formation. The organizational specifics of the special professional disciplines in departmental educational organizations provides mandatory requirements in the training organization and strict regulation of actions, what is a definite obstacle to eliminate the dichotomy "theory - practice" in the educational process. The guidelines which are needed in the project of professional competence in legitimate and effective use of direct coercion are given.
