Structural and target analysis of the solid municipal waste management financing system

The article deals with the management of municipal solid waste in accordance with the”garbage reform”. After the so-called “garbage reform” came into force on January 1, 2019, all regions of the Russian Federation switched to a new scheme for the management of solid municipal waste (hereinafter MSW). Directly or indirectly, this reform has affected a large number of areas within the existing and rather complex waste management system in our country. in particular, the role of environmental and recycling fees has changed, which have become one of the key elements in the financing mechanism of this system, as well as the monetary basis for its modernization and development. therefore, given how acute the problem of garbage in our country is now, the study of the most important tools, approaches and levers of financing the msw system is very relevant. It is proved that the waste processing industry needs fundamental changes. The article substantiates that the effectiveness of the reform of the solid municipal waste management system can be assessed using an optimal financing model based on a structural-target analysis or scenario approach, which is a sequence of events that shows how the future state of the financial model of the MSW system and the entire waste processing industry can be developed step by step from the existing or any given situation..
