In the context of the theory of post-industrial society, the author identifies and systematizes the quality factors in the sectoral structure of the national economy based on the key quantitative indicators. In addition, a three-sector economic model, an evolutionary theory, a systems approach, and a theory of human capital form the theoretical basis for the research. The study analyzes four crucial factors in the transition of the national economy to post-industrial society considering all stages of its development: GDP by sector, employment by sector, gross domestic expenditure on R&D and education expenditure as a percentage of GDP. The emphasis is placed on the practical significance of the above-mentioned factors which is to provide their measurability to determine the priorities of structural policies and the subsequent evaluation of the effectiveness of structural changes.
