Subjective regard on monetary reform of 1947 in Krasnoyarsk region

The analysis of social and economic condition of Krasnoyarsk Region during postwar period was carried out; on the basis of archival documents and materials of periodicals private problems of cancellation in the country of rationing system, transition to free trade and carrying out monetary reform were discussed. The preparatory work of the party and Soviet bodies for the implementation of the resolution of the Central committee of the party and the Council of the ministers of the USSR of December 14, 1947 was given. The reform of the replacement of money became the continuation of the actions of Soviet government directed on the restoration of financial and economic system destroyed in the years of the war and the realization of social tasks concerning the population which had experienced all the burdens of the war. The need for monetary transformations was defined by the increase in the years of war of the money supply by 4 times and sharp decrease in money purchasing power. For balancing of supply and demand in 1944 commercial trade with raised prices appeared. It helped to return to the state the part of the money accumulated by the population, to increase the income of the state budget and partly to compensate shortcomings of rationing system, but could not liquidate the consequence of Patriotic war in monetary circulation and restore full-fledged ruble. Very important task represented the need for the elimination of the distortion and redistribution of the money supply between the city and the village, separate groups of urban and rural population. The restoration of full value of ruble was necessary and for compulsory withdrawal of speculative monetary accumulation by the part of the population and in general the reduction of money supply in circulation. The material studied gave the chance to come to the conclusion that the management of the region was thoroughly prepared for the exchange of money, but monetary reform took minor place in the minds of the population of Krasnoyarsk Region in comparison with large-scale actions for cards cancellation. For 6 years of existence of rationing system people got used to the cards as to real instruments of payment, and banknotes were only units of prices measuring. Such relation also was transmitted to new money.
