The subjects of presidential control over law enforcement activity of executive power authorities

The aim of this work is considered topical issues related to the powers of the President of the Russian Federation, the Presi- dential Administration, the Presidential Administration Control Directorate of the President of the Russian Federation, the Plenipotentiary of the President in the Federal District (subjects of presidential control) on the monitoring of law enforcement activity (law enforcement agencies of executive power). There are following results and conclusions: the goals, objectives and place of the presidential control of the system of state control are based on the analysis of current normative acts. In terms of its content and tasks the presidential control is not only aimed at detection of deviations in the activity of control- lable authorities, but also the causes and conditions that contributing to their commission. There is described the overall objective of the presidential control - it is improving the performance of the entire system of public administration and supervision. At the same time the presidential control is manifesting itself as a critical and mandatory component (the instrument, element, feedback tool) in the overall public administration system, as an effective mechanism for the improvement of law enforcement activity undertaken by the executive power authorities of the Russian Federation. There is the following scope of application of the results of the paper: the results are applicable in the activity organization of the subjects of the presidential control, as well as in the activity organization of executive power authorities, providing the law enforcement activity in order to prevent ( to deter) deviations, improvement of governance.
