Objectively existing regional differences determine the expediency of enhancement of the methods, mechanisms and management tools by innovation potential based on consideration of the specifics of each region and consider a problem of subnational structuring as one of the most urgent tasks, which, in turn, determines the need for the formation of uniform groups of regions to highlight similarities of their innovation activities. In order to reveal the uniform groups of regions the method of cluster analysis was used. As a result of this analysis there were identified four clusters with different levels of innovation potential: a cluster of leading regions, a cluster of catching-up regions, regions lagging behind and regions-outsiders. Unit values of volume of GRP per capita were used as an estimate criterion of influence innovation potential on the level of economic security of the region.
