The subject of the work is the bilateral relations of the Russian Federation and the Republic of Belarus as two subjects of mutual integration. The purpose of the study is a comprehensive study of the integration formation of the Union State of Russia and Belarus, which implies mutual political integration of the parties. The mutual integration of independent Russia and Belarus has undergone a rapid movement [1] along the communitarian model of integration from the Customs Union in 1995, the Community of Belarus and Russia in 1996 to the Union State in 1999, which absorbed the two previous integration platforms. However, over the next 20 years, the Union State failed to build a significant part of the institutions that were provided for by the 1999 Treaty. The Court of the Union State also belongs to such institutions.
