The author analyzes the rules of substantive and procedural law relating to the establishment of the cadastral value of land equal to the market. With recent changes in the legislation on valuation activities determined subject of proof in this type of case, and the range of necessary evidence. The author concludes the feasibility to establish the possibility of changing the cadastral value of the market only in the case of violations committed during the state cadastral valuation of lands.
