The Arctic is the northern polar region of the Earth, which includes water areas and territories beyond the Arctic Circle. In accordance with the “Fundamentals of the state policy of the Russian Federation in the Arctic for the period until 2020 and further perspective”, which were approved by the President of the Russian Federation on September 18, 2008, the Arctic zone of the Russian Federation should be considered as a strategic resource base of the Russian Federation, providing a solution to the country's socio-economic development. Therefore, the implementation of Russia's national interests in the Arctic should be based on a system of effective institutions, which provides necessary conditions for this region active development. Judicial practice along with legal regulation should be one of these institutions.
