The practice of the Tula regional court on administrative cases about contesting the cadastral value of real estate objects is analyzed. The issues of reimbursement of court costs for the appointment and production of forensic appraisal expertise in the light of explanations given by the higher courts. The author comes to the conclusion that at present, despite the existence of separate debatable questions, in general, proper legal foundations have been created for effective judicial protection and the correct distribution of court costs in cases of disputing cadastral value.
