The essence and the content of basic elements of petty bribery prevention system in the social sphere

Introduction: the article discusses basic elements of the system of preventing petty bribery in such socially important areas as health care and education. Materials and Methods: general scientific and private scientific methods are used in the study: viewpoints analysis available in scientific literature regarding elements of a crime prevention system and a synthesis of results obtain in the course of the research, induction and deduction in determining the essence of the main elements of the social bribery prevention system in a social sphere, as well as abstraction, system-structural, comparative legal, logical methods in the process of identifying the features of the elements of the petty bribery prevention system. Results: main elements of the system of preventing small-scale bribery in a social sphere are identified, namely: an object of the warning; subjects of warning and a content of preventive activities. Discussion and Conclusions: the author comes to the conclusion that identifying the main elements of the system of preventing small-scale bribery in a social sphere, studying their qualitative and structural-functional characteristics are conditioned by the need to study how and with what measures warning subjects can and should influence warning objects in order to reduce the level of corrupt behavior, the level of disciplinary offenses, civil delicts, administrative offenses and offenses related with petty corruption in the social sphere.
