Freedom of speech in Russia under the conditions of countering extremism

The article presents general interpretation of the “extremism” term. The social, psychological and economic factors that lead to conflicts between social groups are listed. The authors argue the necessity of the balance between the freedom of speech as a principle of respect for human rights in the democratic society and the protection of interests of national security. The paper considers some legal acts that are in effect in the legal framework of the Russian Federation and are in direct relationship to the issues under examination. Countering extremism is discussed as one of the most important areas of the Russian national security policy.
