Targeting food security: a multi-level approach

The article analyzes the issues of applying a multi-level approach both to the study of food security proper and to the goals for its achievement in relation to risk factors operating at different levels of the economy. A brief overview of approaches to the analysis of food security and controversial issues of terminological consistency is given. The conclusion is made about the manifestation of the security problem in different forms and with varying degrees of severity in a multi-level economic space. At the conceptual level, the authors propose to consider the issues of ensuring security in the logic of its targeting, based on the modern understanding of the essence of state economic policy. By analogy with the analysis of factors of inanimate nature within the framework of the general ecology, an approach is proposed to consider the risks of deterioration of safety by the presence of risk conditions and the action of risk factors, with the allocation of tactical and strategic approaches to targeting food security.
