Tariff legislation as a main barrier for attraction of private investments into municipal sector

This article analyzes the key problems of tariff regulation in the utilities sector of the Russian Federation, hindering private investment in this sector of the economy. Considered foreign practice public sector organizations, in particular the methods of tariff regulations that apply in Europe. The measures to change the system of tariff regulation in order to create a favorable investment climate in the Russian utility sector.
