The article deals with development of the unified system of preferences of the Eurasian Economic Union: targets, basic elements, general principles. The authors describe criteria of inclusion a country into the list of the least developed or developing countries, using for this objective international researches of the World Bank based on indicative figures of per capita income. Considering particular cases the authors assess the legality and advisability of providing some countries with tariff preferences, define the overall directions of improving the system of tariff preferences.
