In accordance with the federal target program “Sustainable development of rural areas, 2014-2017 and the period up to 2020” - one of the priority objectives of this program is road construction. In agro-industrial complex of the Omsk region of one of the main tasks - providing the rural territories with high-quality roads which construction will help to realize the capacity of the village and to attract investments. The analysis of road infrastructure in the area shows that as the main obstacle for the problem resolution of road construction weak financing acts. Important factor of increase in cost efficiency of road construction is economy of expensive construction materials and involvement of local construction materials, in particular soil. One of the most effective methods of use of soil in designs of road clothes - strengthening by its cement. Improvement of quality of the received material - a tsementogrunt - is an urgent task. Effective road tsementogrunta on the basis of local soil using a portlandtsement are developed. Researches, chemical and mineralogical composition of cement are conducted. The microstructure of the tsementogrunt made by means of the scanning raster microscope of Jeol JSX 6460 is considered. Evident comparison of cost efficiency of use of local materials with mineral knitting is this.
