The technocratic elite and new political challenges in the "perestroika" period of 1985 - 1991 (based on the example of Angara-Enisey region)

The article deals with the main political challenges, which the regional technocratic elite faced in the perestroika period. A special attention has been paid to the actions of the managerial corps in circumstances, when the practice of top-management personnel selection and appointment underwent radical changes conditioned by the universal advent of election procedures. The article offers a classification of the ways of the top-management personnel elections. Also, it considers the attempts of the technocratic elite to become actors in the new political space and the reasons of their relative failure.
