Technological park: notion content and formation concept

The paper presents the results of a terminological analysis of the concepts of "technological park", used both in Russian legislation and economic literature, and in foreign sources. The analysis shows the strengths and weaknesses of various approaches to the formulation of the concept of "technopark", which determine its socio-economic essence, as well as the goals and conditions for the formation and functioning. Based on the results obtained, as well as their own understanding of the role of the technopark in the innovative development of the regional economy, the authors formulated new conceptual provisions for its formation and functioning. These provisions are represented by eleven principles, which are detailed in this paper. The key principles that have a major impact on the formation and functioning of the technopark include the following: the presence of a portfolio approach to managing innovative projects; identification of participants in an innovative project and organization of their network interaction; refusal to form a property complex within the technopark in favor of financial assets that turn the technopark into a management company, and others. Based on the proposed principles, the authors formulated a new definition of the concept of "technological park", characterizing it as a tool for managing and integrating the subjects of innovative activity, which ensures an increase in the budgetary and commercial efficiency of investments in the innovative development of the region, as well as the interest of the subjects of innovative activity, both within a separate innovative project and portfolio as a whole. Along with this, directions for further improvement of the methodological tools for the formation of a technological park as an object of the region's innovative infrastructure are proposed.
