Technological sovereignty: optimization in the paradigm of an agent-oriented approach (using the example of the perfumery and cosmetics industry)

In this article, the authors analyze the interaction of the state and business in the perfumery and cosmetics industry at the present stage, paying special attention to sectoral industrial associations, which are the «voice» of the industry in interaction with government authorities. The authors note the establishment of a new industrial association by domestic manufacturers in 2022, the main aim of which is to interact with government authorities in order to create favorable conditions for the development of domestic production and the formation of a nationally oriented business community. A comparative analysis of the sectoral regulatory measures adopted during 2022 and the measures adopted (or planned to be adopted) in 2023-2024 allows us to conclude that the political component dominates in government decisions affecting the activities of the industry. It is illustrated by (1) the creation of preferential conditions for domestic producers compared to TNCs and (2) the introduction of a wider range of restrictions for TNCs importing their products to Russia from unfriendly countries compared to TNCs from non-unfriendly countries and TNCs, localized production in Russia. The measures taken, according to the authors, are necessary to ensure hygienic safety and achieve technological sovereignty, however, further coordinated work of the state and business aimed at import substitution and R&D development is required for full solution of the state tasks.
