In general in the Russian Federation and in regions in particular there are social changes influencing processes at social institutions. New trends of changes of social norms of family and marriage relations are observed. The results of the social research by quantitative and qualitative methods of research in Yakutsk (the Republic of Sakha (Yakutia)) showed that there are three main relations to the unregistered marriage: positive, neutral and indifferent. The first point of view supports unregistered marriages, i.e. the positive relation. The second point of view is neutrally negative which relies on the unstable economic situation. The third point of view - the indifferent one - manifests itself in indifference, lack of a clear position on the issue of official marriage, family status. The growth of a number of unregistered marriages is influenced by the social changes and processes in regions of the Russian Federation leading to the change of the relations to family and marriage values. Open discussion in the media and social networks in a negative way, domestic violence, poverty, uncertainty about the future scenarios for children lead to the unwillingness of young people to officially register a union. The authors suggest developing the motivational program of supporting the social norm of official family relations.
