Development trends of social occupational group of municipal government employees as a resource of regional elite

The article presents the results of the analysis of social occupational class of municipal employees, its characteristics and development prospects, adaptation in the modern Russian society. Based on the survey of municipal employees working in the Republic of Tatarstan, the author identifies the main values of municipal employees in their professional activities, the impact of the mentality of the region on them. The dynamics of the regional elite in the context of developing professional values of the group are shown.
