Trends in modern Russian legislation and issues of improving its quality

Introduction: the article analyzes current trends in Russian legislation, addresses issues of quality of legislation and effectiveness of law enforcement activities. Measures are proposed to minimize negative trends in modern legislation. The problems studied in this paper are interdisciplinary. Materials and Methods: the research is based on the study of current Russian legislation, statistics from the official website of the State Duma of the Federal Assembly of the Russian Federation, and judicial statistics. The research was based on the universal dialectical method. The paper also uses general scientific and private scientific methods to assess the state of Russian legislation. Results of the Study: revealed the following negative trends inherent in modern legislation: legislative inflation, sporadic nature of legislation, isolation of legislation and its situational, news-based nature. All of this, in the author’s opinion, indicates insufficient quality preparation of draft laws, deviations from the plan of legislative activity, and the absence of a systematic nature of legislative activity. Findings and Conclusions: the results of the research allowed us to formulate a conclusion about the main directions for improving the quality of legislation and improving legislative activity. These areas include strengthening the role of expertise in the legislative process and mandatory consideration of the results of monitoring law enforcement.
