Shady financial transactions of Bashkir ASSR local party bodies in the era of N.S. Khrushchev

The article explores the phenomenon of gradual abandonment of Stalin's political economy of belt-tightening, which manifested itself among local party members (district committees and city committees) in the form of tacit material self-sufficiency at the expense of the party budget on the basis of analysis of archival sources, introduced into scientific circulation for the first time. It is substantiated that the BASSR local party bureaucrats' monetization of their positions in the era of Khrushchev's liberalization was a manifestation of regional specificity of forming mainly personal, and not hierarchical relations between middle-level party officials and party leaders of the regional party committee. It is determined that the confusing and low-level accounting of party funds predetermined the use of shady schemes among the local party members, since fraud at a high party level, as a rule, was usually detected promptly and, therefore, was a rare phenomenon in 1953-1964.
