The development and implementation of personnel management is one of the pressing issues of the modern public, which is subject to political and economic sanctions. The personnel management system occupies the lion’s share in the organization, which is able to increase the effectiveness of its activities. By its authority, the department’s management is able to integrate material and technical production potential with labor resources. For a manager, labor resources serve as the main subject of functioning, and his task is to create a new perception of his enterprise and to interest staff in joint activities in order to achieve the goal. The personnel management system, including hired specialists, employers and other owners of the organization, is the regulation of organizational, economic, social, psychological and regulatory relations in the field of management.
