Theoretical aspects of the development of criteria for the effectiveness of the Russian national policy in the matter of information security

The effectiveness of state program-targeted planning in the matter of information security is assessed, the problem areas are identified and recommendations for improving the criteria base for planning and evaluating information security indicators are developed. The study provides an overview of documents regulating information security issues, identifies the problem of frequent adjustments of program-target documents in the matter of information security. On the basis of a critical review of the approaches to the definition of the concept of “information security” presented in scientific papers and regulatory documents, the authors clarified this concept. A system of quantitative criteria for the effectiveness of the national information security policy, both in terms of the composition of evaluation indicators and their predictive quantitative values, is considered from a critical standpoint. A system of indicators for evaluating the effectiveness of state policy in the matter of information security is proposed. Recommendations for calculating the forecast values of indicators in the proposed system based on extrapolation of data, construction of regression models and group expert assessments that can be used to adjust program-target documents in the matter of digital economy and information security have been developed. The method of calculating the integral indicator of assessing the effectiveness of the national policy in the matter of information security is proposed.
