The theoretical and practical problems of creating self-sufficient arctic settlements

The contemporary policy of “re-development” of the Russian Arctic, the implementation of the adopted principles and objectives of its development require new strategic solutions. Comprehensive socio-economic development of the Arctic zone of the Russian Federation is aimed at improving the quality of life of indigenous and non-indigenous population, social conditions of economic activity and the development of the resource base. The spatial policy of the Arctic development taking into account the specifics of the current settlement system, should focus on the formation of the supporting frame, including steadily growing Arctic settlements, provided with modern transport, energy and information infrastructure. The starting points of the concept of formation and development of the key Arctic towns are considered in the paper. The features and elements of their formation are marked. A preliminary assessment of the possible sources and problems of an Arctic town on the basis of spatial, infrastructural, demographic, social, economic and environmental factors is made for Vorkuta. The importance of effective combination of places of permanent residence, industrial sites, cultural, recreational areas and up-to-date infrastructure not only within one municipality, but also in the interests of the neighbouring Arctic settlements of the Nenets and Yamal-Nenets Autonomous Areas through interregional and intermunicipal cooperation, is emphasized.
