Theoretical foundations of state regulation of service sector development in the regions of the Russian Federation

The article covers matter, objects, subjects, tools, and principles of the state regulation over service sector development in the regions of the Russian Federation as a system of measures aimed to decrease differentiation of living standards and providing high level of the personal safety. The author considers transition to the available personalized continuous education; availability of the high quality health care services; availability of cultural welfare; implementation of the modern standards of housing conditions; formation of the effective pensionary system based on the insurance and savings; fixing lower-limit dimension of the salary according to replacement consumer budget.
