In clause the social and economic role of educational services in a society is considered(examined) and the problem of sphere of formation in modern conditions is analysed. Now there were axiomatical regulations about that training should conduct behind itself development of the person. In conditions of Russia necessity of changes for sphere of formation is connected to a number internal the major social and economic and социокультурных factors. The author submits system of interaction of the market of educational services at a regional, federal and international level. There is a detailed elaboration of subjects of the markets of formation and work as subjects have different interests and needs, unequal sources of financing. The estimation of models of management of educational activity from different positions is resulted.
