The article discusses various theoretical approaches that describe the interaction between local governments and NPOs with the support of small businesses. From the point of view of local authorities, such interaction is primarily associated with representation, it is not necessary, specific forms of cooperation can be developed in practice. From an economic point of view, NPOs become an economic institution only under the condition of creating stable ties that ensure interaction between small business and local authorities. If such ties are formed, this contributes to the most rational support for small businesses and the development of the local community as a whole.
