Theoretical problems of research of system of safety in conditions of a disputed situation in the south of Russia

One of the stereotypes which have strongly taken roots in our consciousness is the opinion about exaggerated influence of the state in a life of a society. Some researchers are still convinced that the authority shows the tendency to absorption of a society and a person. The facts testify that this is an error. In XXI century the world faces a lot of serious calls and new threats in the field of safety. It is not only the change of climate and other global problems of the environment but the threats proceeding from transnational terrorist structures and the further distribution of the weapon of mass destruction and also the problems connected with so-called limited statehood.
