Theoretical and methodological bases for the formation of the regional account "General government" based on the system of national accounts

The purpose of this article is the theoretical and methodological substantiation of the possibility of building the “General government” sector at the regional and municipal levels of government, consistent with the methodology of the System of National Accounts. The paper presents the author's approach to the formation of a system of accounts and balance principles for open territorial units that are conceptually and methodologically fully compatible with the UN SNA 2008 standard, outlines the fundamental theoretical prerequisites for the development of the System of Territorial Accounts (STA). A scheme has been formed for the formation, distribution and use of resources of the “General government” sector at the territorial level, where the main interrelations and the financial resources of the sector are clearly represented.
