Current problems of establishment and realization of powers of authority in the sphere of antimonopoly regulation

In article the history of development and formation of institute of the parafiskalitet is considered. The main signs and characteristics of group of parafiscal payments are analysed. On the basis of it the conclusion about need of allocation of parafiscal payments in independent group which detailed regulation will contribute to the further development of both science, and a financial system of the Russian Federation is drawn. In the conclusion the author formulates author's definition of "parafiscal payment".
