Theoretical and legal aspects of the quality of departmental rulemaking

Introduction: the article is devoted to theoretical and legal aspects of the problem of quality of departmental rulemaking. The purpose of the article is to define the concept of “quality of departmental rulemaking” based on the analysis of existing theoretical developments in the framework of this topic. Materials and Methods: a general theoretical analysis of the concepts of “efficiency” and “quality” was carried out, a systematic approach to understanding the quality of departmental rulemaking was used. The research materials were the developments of foreign and domestic scientists concerning the problem of the quality of rule-making and the quality of the law. Results of the Study: allowed us to reveal the content of a systematic approach to the problem of understanding the category “quality” in relation to such a legal phenomenon as departmental rulemaking. Findings and Conclusions: based on the study of existing theoretical and legal provisions, the concept of “quality of departmental rulemaking” is defined in the framework of the topic of this article.
