Theory and strategy of space partnership of civilizations and leading powers

The use of space technologies is becoming a decisive factor in changing the processes of work and the way of life of the majority of the world's population. Implementation of the global space strategy is impossible without organizing an effective system for its development and implementation. The article examines the current situation and proposes (in a first approximation) an action plan for the formation of a strategy for space partnership.
