For more than two centuries people with progressive views aspired to embody the theory of separation of powers, but it couldn't be carried out due to the lack of historical background. The era of socialism postponed this embodiment for almost a century, and only nowadays conditional upon forming a democratic rule-of-law state and civil society the use of principles of separation of powers is admitted as an effective method of a state structure organization in Russia. In this article the author on the basis of the reasons for the lack of separation of powers in 18-20 centuries substantiates the issue that the implementation of the theory of separation of powers is a phenomenon of the future.
