Theory of reforms in the development of economic systems of the regional level

The article is devoted to the study of the problem of the impact of reforms on the development of regional economic systems through the prism of the theory of reforms. Considering the reforms as a set of deliberate actions, the author shares the position of academician V. M. Polterovich regarding the problem of building an institutional trajectory of reform, linking the initial (pre-reform) state of the economy with the desired (post-reform), through a system of intermediate institutions. Based on the analysis of the characteristics of the economic systems of the regions that make up the southern Federal district, the conclusion is made about the ongoing transformation of the institutions of development of regional economic systems under the influence of various kinds of reforms. The study of a number of indicators of the development of economic systems on the example of the Krasnodar Territory and the Republic of Crimea allowed us to identify trends and prerequisites for the implementation of breakthrough economic reforms in these regions...
