In article considered evolution of territorial and production complexes in a state planned economy of the USSR and market economy of modern Russia. Showed the main stages of development of the theory of territorial and production complexes in the context of industrialization of the country and development of new territories with a support for works of the Soviet scientists of the 20th century. Carried out the comparative analysis of clusters and territorial and production complexes as forms of the spatial organization of production in a section of four criteria: origin and location, creation purpose, economic essence, structure and structure of a spatial form of the organization of production.
