Territorial development based on stimulation of the Russian electronic industry

The article explores the possibility of overcoming negative consequences of economic disbalances on Russian territories by stimulating electronic industry. Electronics is a strategic branch of engineering related to the development and production of electronic equipment, modules, components, and embedded software. Its development is necessary for building a modern competitive economy. It is especially important to develop new production, because, at the moment, a large share of its consumption in the production of goods is imported. It is concluded that the effectiveness of stimulating driver industries is significantly underestimated due to the prevalence of imported products in its consumption, and the additional economic effect of the transition to the electronic component base of domestic production is calculated. The authors noted a higher speed of the implementation of modern developments in vertically integrated top companies of the industry’s leading countries, and the significant role of the state’s active participation in this process is emphasized. The study identified the need to overcome the stagnation in the electronic industry and assessed the effect of implementing measures planned in the sectoral development strategy. Nearly the whole direct effect of the projected growth of demand will occur in the Central, Northwestern, and Privolzhsky federal districts. Observed significant territorial disproportions dictate the need for more rational and efficient development of other territories considering their specifics. Data on the territorial distribution of the economic effect from stimulating domestic demand for electronic products helped to conclude that its direct impact on the economic growth is limited. The main effect will includethe ability to complicate the structure of the Russian economy with the growth of high value-added industries that produce high-tech products and the subsequent increase of domestic consumer demand for goods and services.
