Terrorism: new factor or old manner of U.S. foreign policy?

The article sets forth the strategy of fighting international terrorism, expounding in the RAND corporation’s book Countering the New Terrorism (1999), where the marked objectives completely coincide with the actions had been taken by U.S. authorities in the last 10 years. Thus, global war on terrorism is considered not as a complex of response measures to the 9/11 terroristic acts, but as a series of predesigned actions, most of which are not relating the terrorism problem at all, as their real aim is to consolidate the US as the only superpower in the world. The author also emphasizes that this tactics isn’t new; terrorism threat was already used for the advancement of the US national interests abroad in the past.
