Types of problem regions in the Russian Federation and precondition of their existence

The article considers approaches of distinguishing problem regions types in the national economic literature; specifies the “problem region" definition; evolutes preconditions of the problem regions appearing (historic and geographic, budgetary and taxation, federative subsidiary). The author spells out content of the subsidiary concept and suggests reconsideration of the budget redistributional policy.
