Territorial public self-government as a PR-technology in solving problems of local communities

The author of the article analyzes the process of origin and growth of "people's initiatives" for the development of local communities. One of the positive factors for the effective promotion of the growing initiatives of people was a professional participant in the movement (operator), who was supposed to represent the interests of territorial public self-government in government structures and build an effective dialogue. The Association of territorial public self-government in the Komi Republic (ATOS RK) was created, which became the base platform for the development of public self-government.
